This is a Tim Burton movie starring Johnny Depp as Ichabod Crane, a big city detective sent to a small village to investigate three decapitations attributed to The Headless Horseman. Typical of Burton's films, this one has some excellent sets and art direction. The film even won an Oscar for art direction-set direction.

In the snake scene, Ichabod Crane visits a witch in the middle of the woods. He finds her wearing a thick veil. When he tries to pull it off to see what she looks like, three snakes suddenly pop out of her eyes and mouth, two of them holding her eyeballs in their mouths. The snakes suddenly retract into her face leaving large gaping eye sockets as the witch jumps on top of Crane and tells him what he needs to know.

The witch and the eyeball snakes are computer-generated effects, but they work well in the scene.
