This is a low-budget movie about Dr. Trent (Jeff Alexander), a scientist with a secret laboratory deep in the swamps of Texas where he is doing evolutionary work on alligators and humans, trying to create a drug that will create a human-alligator hybrid swamp creature. He talks about humans evolving from alligators and other nonsense, but basically the movie isn't concerned with the science. He injects dead humans with his drug, but they keep dying. Then he feeds their bodies to the alligators. We see a lot of shots of alligators in the water, and several times we see Dr. Trent holding a body wrapped in white cloth and throwing it to the alligators. At the end, he finally does create a living swamp creature, and we all know what happens to mad scientists to create monsters in the movies.
