A secretive man called The Frog is the mastermind of a criminal gang in London called The Frogs. I don't know why they're called that. This is a sequel to the 1937 movie "The Frog", so maybe it was explained in the first movie which I haven't seen. Both were based on works by the popular British writer who created King Kong. Nobody knows The Frog's identity because he only communicates with his gang by short wave radio, using a large frog receiver in a pub. He also has a video feed of the pub on a screen in his lair, which is very high tech for 1938.
The gang members have tattoos of a frog on their wrists and they sign their messages with a frog symbol. After they commit a bank robbery, they stencil a frog on the bank wall. Instead of keeping the police guessing as to who committed the crimes, it seems like they are trying to get caught.
A Scotland Yard Inspector named Elk is trying to stop the gang and find The Frog. He and his men (very stupidly) let a bomb that The Frogs attached to their boat blow it up, instead of simply throwing the bomb into the water and saving the boat. Everyone on board escapes by jumping into the water before the boat explodes. When he comes up out of the river, Inspector Elk finds a real frog in his hat, for a bit of ironic humor.
